Susanne has been successful in obtaining tax incentives and state funding.  Her success spans a range of several clients including line item appropriations in the budget, programs under Illinois Medicaid, and capital funding.

  PROCUREMENT.

Susanne, on her own or with a carefully devised team, has passed legislation relating to tax credits, smart grid energy, and community based settings for persons with disabilities.  She had become accomplished in giving advice and updates on major state initiatives such as managed care, Medicaid reforms,  and energy. policy.

   REGULATIONS.

Susanne has worked directly with the Illinois General Assembly since 2001 when she began her career as an assist counsel to Speaker Madigan. She gained invaluable experience working in the Executive Branch from 2003-2007 when she was recruited as the Legislative Counsel to Lt. Governor. In that role Susanne was responsible for the Lt. Governor's extensive legislative agenda including legislation dealing with energy, health care, elections, education, telecommunications, and military families.

   LEGISLATIVE POLICY.

During her time on staff Susanne led numerous negotiations with stake holders, testified before House and Senate committees, and drafted hundreds of bills and amendments.  Prior to her employment with the Lt. Governor, Susanne Hack was an Assistant Counsel to Illinois Speaker Michael J. Madigan in 2001-2002. In that role she analyzed the legal, political and fiscal impact of bills, worked with Representatives and lobbyists to negotiate compromise bill language, and acted as parliamentarian to the Civil Law, Education and State Procurement committees. Additionally, Ms. Hack was selected to be assistant counsel to him on over a dozen state and federal lawsuits resulting from the 2001 redistricting of legislative boundaries.
